Yes, you may draw your Neopet as an ""anthro"" under some conditions. This is a contest for Neopets, not people and so your drawing must look more like an actual Neopet than anything else.
For instance, a Neopet with human characteristics is OK but a human wearing Aisha ears is NOT.
Consider the ""anthro"" drawings that we have used in plots and in other areas of the site. These are a good example of what would be accepted.
