There will be 7 Goodie Bags hidden around Neopia throughout the event. Each day, a new one will become available alongside a clue as to where to find it. Once the Goodie Bag is available, you can find it at any time while the event is active. You also do not need to view the clue to find them, so there is a chance you could stumble upon them if you're lucky! Once you're at the right spot, you will see a pop-up granting you the Goodie Bag (and an extra prize if you are Premium). With each Goodie Bag, you will also unlock a new story that you can read at the event Hub Page, so be sure to visit Reginald in his Library after to see what else you may be able to unlock!
