The unique item and the empty Trick-or-Treat Bag for each bag will never be obtainable from other bags, but each Goodie Bag shares the same prize pool, so while you won't get repeat prizes per opening, there is always a chance you could get a repeat item from the shared prize pool when opening another bag. However, it is slim, as the prize pool is large.
