No. Neocash is used only to purchase items for your Neopets account that you charged it to. The Neocash items are non-transferable as well, so please do not purchase an item thinking you can send it to a friend afterwards.
However, you can send a Neocash e-card bought from a participating retailer (Walmart or PayPal) as a gift.
